Solve : Outlook - "new email" icon & chime not working?

I have a NEW laptop with vista and ms office 2007.

I can't get outlook to notify me when i receive a new email. There is no little envelope in the task bar and no SOUND or pop up or anything. I get a chime and a pop up to REMIND me of appointments made in outlook but not with mail.

I have tried everything I know to try...can ANYONE help me?
