Can a Scrum Master be the Product OWNER for a team
No because the Product Owner cannot ACT in the Scrum Master role. Because two of these roles have conflicting goals and should not be merged.
There is a huge conflict of interest because the Product Owner and Scrum Master roles have some conflicts on goals. Because Scrum Master cannot be responsible for DELIVERY. This is the goal of Product Owner. We can understand this by below two example.

(1)If both are same then it will create conflict between business NEEDS and team self-awareness.

(2)If both are same then conflict of BALANCING long-term versus short-term improvements and results.

Is PRODUCT owner a member of the Scrum Team
Yes because the Product Owners are CONSIDERED to be a member of the Scrum Team. To under stand this we will clear the DEFINITIONS for below two.

(2)Scrum Development Team
In each Scrum Team there should be a single Product Owner which is responsible for prioritizing work items for the Sprint backlog along with the corresponding acceptance criteria. But Product Owner can be be a member of up to 2 Scrum TEAMS.
