(a) भारत में मानसूनी वर्षा मुख्यतः जुलाई से सितम्बर के महीनों में होती है। देश में इसका विस्तार दक्षिणपश्चिमी मानसून पवनों के विस्तार के साथ होता है। मानसूनी वर्षा की तीन महत्त्वपूर्ण विशेषताएं निम्नलिखित हैं —

  1. अस्थिरता- भारत में मानसून भरोसे योग्य नहीं है। यह आवश्यक नहीं है कि वर्षा एक-समान होती रहे। वर्षा की इसी अस्थिरता के कारण ही भुखमरी और अकाल की स्थिति पैदा हो जाती है। वर्षा की यह अस्थिरता देश के आन्तरिक भागों तथा राजस्थान में अपेक्षाकृत अधिक है।
  2. असमान वितरण- देश में वर्षा का वितरण समान नहीं है। पश्चिमी घाट के पश्चिमी ढलानों और मेघालय तथा असम की पहाड़ियों में 250 सेंटीमीटर से भी अधिक वर्षा होती है। इसके विपरीत पश्चिमी राजस्थान, पश्चिमी गुजरात, उत्तरी कश्मीर आदि में 25 सेंटीमीटर से भी कम वर्षा होती है।
  3. अनिश्चितता- भारत में होने वाली मानसूनी वर्षा की मात्रा निश्चित नहीं है। कभी तो मानसून पवनें समय से पहले पहुंचकर भारी वर्षा करती हैं, परन्तु कभी यह वर्षा इतनी कम होती है या निश्चित समय से पहले ही समाप्त हो जाती है। परिणामस्वरूप देश में सूखे की स्थिति उत्पन्न हो जाती है।

(b) “भारतीय अर्थव्यवस्था मानसून पवनों का जुआ है”- यह वक्तव्य इस बात को प्रकट करता है कि भारत की अर्थव्यवस्था की उन्नति या अवनति इस बात पर निर्भर करती है कि किसी वर्ष वर्षा का समय, वितरण तथा मात्रा कितनी उपयुक्त है। यदि वर्षा समय पर आती है और उसका वितरण और मात्रा भी उपयुक्त है, तो कृषि की अच्छी फसल की आशा की जा सकती है। उदाहरण के लिए अच्छी मानसून के कारण फसलें अच्छी होती हैं, तो तीन बातें घटित होती हैं।

  1. कारखानों के लिए उचित कच्चा माल उपलब्ध होता है। कपास, पटसन, तिलहन, ईख इत्यादि की अधिकता से सम्बन्धित उद्योग फलते-फूलते हैं।
  2. अच्छी मानसून से जब कृषि और उद्योगों को बल मिलता है, तो उत्पादकता बढ़ती है। एक ओर निर्यात को बढ़ावा मिलता है, तो दूसरी ओर अन्तर्राष्ट्रीय व्यापार फलता-फूलता है। देश में धन की वृद्धि होती है और लोगों का जीवन स्तर उन्नत होता है।
  3. अच्छी मानसून के कारण नदियों में जल की वृद्धि होती है। बांधों का जलस्तर ऊंचा उठता है। इस जल से जहां जल-विद्युत् के उत्पादन में सहयोग मिलता है, वहां सिंचाई की व्यवस्था में सुधार होता है। इससे देश में आर्थिक गतिविधियों में हलचल पैदा होती है।
    इसमें कोई सन्देह नहीं है कि आज विज्ञान की उन्नति के कारण हम मानसून के अभाव में भी अच्छी फसल उगा सकते हैं, परन्तु हमें सोचना यह है कि क्या सभी किसान वर्षा के अभाव में या वर्षा के असमान वितरण से लाभ उठा सकते हैं। अच्छी मानसून पूरे देश के प्रत्येक वर्ग तथा प्रत्येक क्षेत्र को प्रभावित करती है। यदि मानसून उपयुक्त है, तो देश का आर्थिक विकास सुनिश्चित है। अतः भारतीय अर्थव्यवस्था को मानसून पवनों का जुआ कहना उचित है।
