Answer» भारतीय संसद द्वारा २ फ़रवरी २००६ को राष्ट्रीय ग्रामीण रोज़गार गारंटी अधिनियम, २००५ योजना ग्रामीण क्षेत्रों में रोज़गार शुरु करने के लिए प्रारम्भ की गई। ग्रामीण विकास मंत्रालय द्वारा कार्यान्वित राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (नरेगा) 2005 सरकार का प्रमुख कार्यक्रम है जो गरीबों की जिंदगी से सीधे तौर पर जुड़ा है और जो व्यापक विकास को प्रोत्साहन देता है। यह अधिनियम विश्व में अपनी तरह का पहला अधिनियम है जिसके तहत अभूतपूर्व तौर पर रोजगार की गारंटी दी जाती है। इसका मकसद है ग्रामीण क्षेत्रों के परिवारों की आजीविका सुरक्षा को बढाना। इसके तहत हर घर के एक वयस्क सदस्य को एक वित्त वर्ष में कम से कम 100 दिनों का रोजगार दिए जाने की गारंटी है। यह रोजगार शारीरिक श्रम के संदर्भ में है और उस वयस्क व्यक्ति को प्रदान किया जाता है जो इसके लिए राजी हो। इस अधिनियम का दूसरा लक्ष्य यह है कि इसके तहत टिकाऊ परिसम्पत्तियों का सृजन किया जाए और ग्रामीण निर्धनों की आजीविका के आधार को मजबूत बनाया जाए। इस अधिनियम का मकसद सूखे, जंगलों के कटान, मृदा क्षरण जैसे कारणों से पैदा होने वाली निर्धनता की समस्या से भी निपटना है ताकि रोजगार के अवसर लगातार पैदा होते रहें। राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम (नरेगा) को तैयार करना और उसे कार्यान्वित करना एक महत्त्वपूर्ण कदम के तौर पर देखा गया है। इसका आधार अधिकार और माँग को बनाया गया है जिसके कारण यह पूर्व के इसी तरह के कार्यक्रमों से भिन्न हो गया है। अधिनियम के बेजोड़ पहलुओं में समयबध्द रोजगार गारंटी और 15 दिन के भीतर मजदूरी का भुगतान आदि शामिल हैं। इसके अंतर्गत राज्य सरकारों को प्रोत्साहित किया जाता है कि वे रोजगार प्रदान करने में कोताही न बरतें क्योंकि रोजगार प्रदान करने के खर्च का 90 प्रतिशत हिस्सा केन्द्र वहन करता है। इसके अलावा इस बात पर भी जोर दिया जाता है कि रोजगार शारीरिक श्रम आधारित हो जिसमें ठेकेदारों और मशीनों का कोई दखल हो। अधिनियम में महिलाओं की 33 प्रतिशत श्रम भागीदारी को भी सुनिश्चित किया गया है। श्रम मद पर ६० प्रतिशत और सामग्री मद में ४० प्रतिशत व्यय किये जाने की अधिकतम सीमा निश्चित की गयी है। नरेगा दो फरवरी, 2006 को लागू हो गया था। पहले चरण में इसे देश के 200 सबसे पिछड़े जिलों में लागू किया गया था। दूसरे चरण में वर्ष 2007-08 में इसमें और 130 जिलों को शामिल किया गया था। शुरुआती लक्ष्य के अनुरूप नरेगा को पूरे देश में पांच सालों में फैला देना था। बहरहाल, पूरे देश को इसके दायरे में लाने और माँग को दृष्टि में रखते हुए योजना को एक अप्रैल 2008 से सभी शेष विस्तार दे दिया गया है। अब इसका नया नाम महात्मा गांधी राष्ट्रीय ग्रामीण रोज़गार गारंटी योजना है।
