If the challenge is overcome there is an opportunity of progress.\xa0Once we overcome a challenge we go up to a higher level than before. At least one forth of the globe is still not under democratic goverment. The challenge for democracy in these parts of the world is very stark. The three types of challenges are: foundational challenge, challenge of expansion and deepening of democracy.
