For example- for better supply of electricity, an industrialist may want to construct more dams but construction of dams lead to displacement of lot of people. Therefore, it is a development for an industrailst not for displaced people Yes because different people have different demands and needs due to which they have different perspective of development. The type of development a person wants depend on his gains and this may be against the desire of other.For example,construction of dams is seen by some people as helpful in development but for others it may make their life difficult.
