| Answer» Usually, a\xa0federation has\xa0two\xa0levels of government. One\xa0is\xa0the\xa0government\xa0for the entire country that\xa0is\xa0usually responsible for a few subjects of common national interest. The others are\xa0governments\xa0at the\xa0level\xa0of provinces or states that look after\xa0much\xa0of the day-to-day administering of their state. Federalism is a system of government that establishes a constitutionally specified division of powers between\xa0different levels\xa0of government.
