| Answer» The Constitution of India originally had a two-tier system of government, that is, the Central Government and the State Governments. Later, a three-tier system of government, that is the local government was included by an amendment in te Constitution.\xa0Moreover, the Indian Constitution has clearly listed out the powers of the Central and the state governments, through he following three lists:1. Union\xa0List which includes subjects of national importance like defence, banking, foreign affairs, communication, currency etc. These subjects are included in this list because a uniform law and policy is necessary on these subjects.Such laws can be made b the Union Government only.2. State List which includes subjects of state and local importance like police, trade, irrigation, agriculture etc.The laws on these subjects can be made by the state government independently.3. Concurrent List which includes subjects of common interests education, forests, trade union, marriage etc.Both the governments can make laws on these common subjects. But if laws conflict over any subject than the laws made by the Union government\xa0will preside.in this way, India promotes power sharing which reduces conflicts between the two governments. | |
