Doesn't look like there's anything stopping it sleeping from that report - you just have USB device suspension disabled which shouldn't cause an issue, I have that disabled and my system goes to sleep if I want it to.

Is there any pattern to when it refuses to sleep?  E.g. do you have a certain program open, or is it after doing something specific?E-mail app phoning HOME...
A/V protection app updating...
MS updates...

Or it could be any app running in the background.See if your Power Management tab on each USB Devices/Hub then untick the option.
