Answer» PC was running FINE. Then I installed a game called Banished. Since installing that game, everything is fine while I'm PLAYING it, but afterward, audio sounds LIKE it has an overlay of static that starts softly and grows worse over TIME, eventually becoming intolerable. Also, videos play fine for a few minutes then the video and audio lose sync. Win 10 (64) AMD A10 with Radeon R7 on motherboard The staticky SOUND is much worse when multitasking. Is this an audio driver issue or graphics issue?I suspect it's a game issue...and before you installed that game, all was fine? and if you reboot the PC, all is fine UNTIL you start playing that game again? Try to update the audio driver from the device manager. It works for me I hope it will work for you as well. It can be fine if its just simple audio drivers.
