Solve : CD Drive not working.?

I have a DELL Optiplex GX240 desktop, and WHENEVER I put a blank CD in, the box doesn't pop up and it doesn't show up in My Computer. However, when I put a full CD in, it POPS up and whenever I try to move it, it says it's READ only. How can I get it to read CDs again?Can you boot with a bootable CD ?Unfortunately I don't have a bootable CD. What other option is there?What Cd writing software are you using?
