Solve : Direct X file missing?

I use Windows XP service pack 2. And Direct X 9.0.

When I try run a few of my games I get an error message saying DX is not installed, or my video software is not up to date, and the program shuts down. I looked at my DX9 diagnostics and it says I'm missing the file 'd3dim700.dll', giving the message: The file d3dim700.dll is missing! - You should reinstall Direct X to get the latest version.

so, I reinstalled DX9 from one of my game cds (Dawn of War). And it still gives me the same message when I try to run games. I tried a few other game cds with DX9 on it and they just say it's already installed. What else can I do to fix this?

Get the latest version of DirectX by clicking here in Internet Explorer.

dxwebsetup just says: installing components: initializing...
It stays on that for about ten minuets then gives me a message saying: setup could not download the file. Please retry LATER or check network connection.OK, try this instead (54Mb download, be warned).
It will download a file, open it and it will unzip the files to a location you choose.
Open the folder it creates and open setup.exe to install DirectX.nope. Did what you said and the file's still missing.

also, when I test Direct 3d I get this message: test failed at STEP 42 (query for D3D) HRESULT = 0x80004002 (no interface).Maybe I should try uninstalling and reinstalling DX. Can anyone recommend a reliable DX removal tool?

edit: come to think of it, I didn't start having these problems until I ran an issue scan with CCleaner. Could it be possible that scan removed the DX component? How WOULD I GO about fixing the registry if that was the case? I have two older reg files saved.i fixed it. I just downloaded the individual file and placed it in the systerm32 folder.
