Solve : DOS Command Prompt screen size?

Hi,

Is there a way to get the  the two headed arrow that allows me to increase or DECREASE the screen perimeter to function on a DOS Command Prompt screen?  I can PULL the screen up or down but I cannot widen it. If I maximize it fills the screen vertically but fills only one half of the screen horizontally

If you open a command window and SET the width and height, you get vertical, horizontal and diagonal resize arrows. In Xp and 7

 I did not know about changes available via the title bar.
I changed the screen buffer width to 200. Now I can enlarge it with the arrow.
