Solve : Getting Back to Normal Mode Completely?

Answer» This has to do with computer mode and since I'm still not comp savvy I put it here.

Problem: My comp was in left in Safe Mode by a tech who was disconnected during a remote control. I had forgotten how to exit Safe Mode so I just restarted my computer, then shut it down completely.

My problem now:  My computer WORKS like it's in Normal Mode but it has a negative look to the toolbar (meaning black is white and white should be black.)  I tried a couple of steps in search to remedy but neither worked. One said to reboot and while doing so hit the F8 Key. It didn't work because the screen stayed up only a second each time I tried.

I also used the Windows method of START, MSCONFIG; ENTER; BOOT TAB on SYSTEM CONFIGURING MENU; then UNCHECKING SAFE MODE (it wasn't checked); OK; CLOSE; REBOOT.

There is no Normal Mode prompt in there. Go figure! 

Would someone please advise me on how to get my computer to look normal.  Thanks!
Sounds like High Contrast is enabled!
(I am running Windows 8.1 so Windows 7 instructions will be in "" )
1: Right click the Start button "Left click the Start button"
2: Click (Control Panel)
3: Click (Appearance and Personalization)
4: Click (Personalization)

Ok let me further say. Not onlly is the black white and the white black in the toolbar but when a window is opened it has like a border. Like it's pastyed onto a sheet of cardboard from elem school. You know! Also, WHENEVER I click to open utility windows, like a window that has OPEN, OPEN IN A NEW WINDOW, REFRESH, PROPERTIES etc... they have sections in them when before they didn't.

If I go to SAFE MODE shouldn't there be a click in there to RETURN to NORMAL MODE.  I have no idea why Window left that command out of the BOOT TAB. 

Anyway, my comp ia using Windows Vista SP2 Home Premium.  I hstitate to ask for the steps to go to Safe Mode by my self. I read a lot of threads in search about Vista users who went to SM and had a problem getting back.   

Any instructions for 7 work with Vista, because they are nearly alike Are you talking about logon screen?
I am talking WAY different.
I'm talking about themes!I'm talking about my working page with the top and bottom toolbars. the desktop is fine, it's this page that displays everything.  SEE before, a window would have just a straight razor's edge. Now they look like paper pasted to a bulletin board. They all have small border.

 I did ss only once so... The OP could create a new user account and sign into it.
This is a diagnostic to see if the issue is superficial or is a system error.
The new user should be normal. If not, something is very wrong.I didn't make a new act but I did change into one of my others. Same results.  What does Very Wrong mean Geek-9pmHere are two snap shots.

I saw how to get into Safe Mode but upon getting out, what should I click... I found this help online for someone else trying to exit Safe Mode.

If Vista shows me those options which should I take. Wait...that looks like someone trying to enter safe mode not exit.
