Solve : H.264 codec help?

I know DVDs VOB files have a Bit Rate of 9800 kbps

Now if I take this VOB file and say turn it into a AVi file and use H.264 and I want to keep the video qwality the same do I still use a Bit Rate of 9800 kbps??

I don't WORRY how BIG the file is I can take it??The bitrate is approximately 860kbps to store a average movie on one 700MB CD.
DivX, a bitrate of 1086 KBps and a frame rate of 29.97, is good quality.
For mobile devices a value about 500 should be OK, for a computer everything over 700 should look OK too.
Just use a little lower than your original file if you want the best quality, but large file size and got the time.
Each HOUR of footage may take 3.5 - 7.5 hours to encode, have fun!Thanks for the help.

Can you look on the net and you will see what I saw they say DVDs you buy with Movies have a Bit Rate of 9800 kbps and Frame Rate of 29.97 and a Resolotion of 720 X 480

Just tell me if I am right on this??Yes that and SOMETHINGS even HIGHER for DVD, but why not just clone the DVD rather than codec it if you want the same size? Save you a lot of time and effort use for example SlySoft CloneDVD unless it's protected or something?

Those ones I gave are more for DVD to 700MB CD or mobile devices sizes, compressing it down.
