Solve : HTML in email problem. Outlook 2000. Exchange server.?

All,

I am having an issue where email sent to external recipients has all of it's HTML striped from the MAIL. Could this be an Outlook problem or is this more likely an Exchange server issue? Where can I start to INVESTIGATE this problem further?

If you have any specific questions PLEASE ask. I simply don't know what else to tell you.
