What does this have to do with Web Hosting? There are some very bad people out there that will rob you blind. Bad web site hosting is one of the scams they've used . No, they do not really commit a felony, but they go as far as they can ton rob you without you being able to get justice.

Using the WOT tool first, then search Google for 'best hosting for beginners' and the WOT will gibe you a red spot for the bad guys, green for the harmless.

Is OK. But there are a lot more that offer free site building tools. But I think you do not have to pay $5 a month. Look AROUND mad find it for $2 a month. And yes, they all have good free site building tools. Look for a feature called 'Fabtastico', a collection of ready made site tools. You might like to use free WordPress for a blog. Or SMF.

I'm a newbie on this site myself, welcome to the community, As far as web authoring packages my preference has been "Kompozer" it is a free open source utility that’s powerful and friendly ad available by download.
Kompozer is available for Windows, Mac and all distros of Linux, simply GOGGLE "Kompozer", I would also recomend goggle "The site wizard" he has many resources in addition to video tutorials as does you tube.

I believe you will be pleasantly surprised by how versatile and friendly Kompozer is,
