You aren't likely to find an Android Emulator to run APK files that works within the confines of those SYSTEM requirements. What do the system requirements call for in the emulators you tried using?
If they call out for a Core 2 Duo minimum, then this is what you will want minimum. Additionally I am thinking you want to have at least 2GB RAM available as the emulator will want 512MB to 1GB of RAM. If you have a Core 2 Duo system to use and that MEETS the requirements of the emulator then I'd install 4GB RAM myself and not go with just 2GB.
Even if your motherboard supported a better Pentium 4 HT processor, I have doubts it would be enough to run the emulator at a speed that is enjoyable. Many of the motherboards for Pentium 4 processors Max out at either 1GB or 2GB RAM depending on how old the board is and MFR specs.
The Pentium 4 HT Processors are cheapest cost in the 2.8Ghz and 3.0Ghz if your system supports them and they come in both Socket 478 and 775. The Extreme Edition Pentium 4 HT processors are costly and all for a few more hundred Mhz of CPU speed and lots more heat and power consumption. I picked up a Pentium 4 HT 3.0Ghz Socket 478 for $9.99 on ebay with free shipping 2 years ago for a friend that needed more processing power than the 2.6Ghz single-core Pentium 4 that he had. It made quite the difference, BUT he wasnt running emulators like your typing to run for android apps.
I use Andyroid emulator but on Windows 7 and 10 and my SLOWEST system is a AMD A8-5545m 2.7Ghz Quadcore these days since I retired all my older dual and single core systems to the dry attic.
