I have my wedding video on dvd, and I want to cut out one segment to post online for friends and family to view, is there any sort of free video editing software that will ALLOW me to do that?Yes.

I think the problem I'm having is that when I try to open the dvd on my PC, the files are listed as those "TS Video" files, which Windows Movie Maker won't LET me open (for example). Can those TS Video files be converted to something else USING a program like Quick Media Converter?OK. Those are VOB files. Some editors with edit them directly. Or you can convert them to another format. But conversion can take time and you can lose quality.
