Solve : Low-Resolution(?) Pictures on the Internet?

I've looked arond in the help files, but have been unable to find anything about this problem.  About a year ago, I built a COMPUTER for a friend of MINE.  It had been working fine until a few weeks ago, and now there is a problem I can’t resolve.  It has an ATI All In Wonder 9600XT video card in it.  You can look at jpegs and other picture files with no problem.  

The problem appears when he goes onto the Internet.  When there are pictures on the web page, the images are in very low resolution - so low that the individual “pixels” are at least an eighth of an inch on a side using his 19-inch LCD monitor.  Any other graphics look fine, it is only picture images that are AFFECTED.  He uses dial-up Netscape as an ISP, but the browser appears to be Internet Explorer (FIGURE that one out).  It doesn’t matter if he is using IE or Netscape as a browser, this problem still exists.  

If he saves one of the low-resolution images on his computer, the saved image also has the low-resolution problem.  I don’t think this is caused by the video card, as pictures on his computer that are not from the Internet look fine.   I have reloaded the driver, and that didn't do anything either.

Any help with this would be appreciated.  Thanks.

Is there some sort of "Internet Acceleration"? Some dialup providers offer this, but they do it by reducing resolution on graphics so it seems quicker.I think he is using an accelerator.  I'll pass this along and see if that fixes the problem.  Thanks.Let us know.
