Solve : Monitor Background Process?

The windows Task does not do a good job in ID'ing all the PROCESSES that are running.
Does anyone know of a good utiltiy that will do it?
Also, If i see that my CPU usage is maxed, how do I fix that without reboating the system.First, with Vista/7, task manager doesn't show all process unless you explicitly say "Show Processes from All users" If I recall, it's a checkbox in the lower LEFT in Vista and a button on 7.

Look at the details shown in Task Manager, or, as BC_Programmer suggested, Process Explorer. Once you have identified the SPECIFIC process(es) causing HIGH CPU usage, then you have a starting point for troubleshooting the problem and finding a resolution.Thank yOU!
