You can open msconfig and on the startup tab CHOOSE "SELECTIVE startup" (disable everything from loading) and reboot. If things work as expected, start enabling the processes one at a time, rebooting after each, until the problem recurs. You'll have identified the culprit. You can also look again through the power options.It won't solve the problem, but you could use a PS/2 mouse and keyboard, if possible. this can help you diagnose what's happening when the ports lose power (perhaps the driver has problems?).
