For the DVD-RAM I heard that You need a special dvd disc that is different from a typical RW disc. It supposedly has lots of rectangle looking images on the surface. And they are very expensive.. I can buy a dvd -rw drive from pricewatch cheaper than one or two discs.That DVD RAM drive doesn't burn DVDs...
It is only a DVD ROM drive, but it can burn CDs.

Windows 98 should be able to detect the drive. However...in order to USE it to its FULLEST capacity...you'll need software and codecs in order for it to function properly...specifically for the DVD capabilities.
If your version of Nero plays DVDs, as well as play/burn CDs...then you should be in business.
