I'm looking for a program (preferably free) that restricts what people can change on a Windows XP SP2 computer. This computer will have two accounts: the admin account and a limited user account. This program will only be restricting the limited account. I've looked around, but can't seem to find a single program one that does everything I need, so looking for any suggestions you guys might have. More or less, I need it to:

1) Lock out the control panel, taskbar & start menu settings, and display settings INCLUDING wallpaper
2) Block allowing any programs to be installed and allows restrictions on what programs can be run on the limited user account
3) Allows locking of certain folders (such as C:\windows) so they can't be accessed
4) Lock IE and FIREFOX settings

They're not all that familiar with Windows and setting it up and really only wanted one program to handle it all if there was one.Internet Cafe' Utilities...I thought you could just set up a limited account that prevents you from changing settings / installing programs on computer.

At least, you can't do that with the computers at my school's computer lab, but I don't know how the ADMINISTRATORS of the computer lab set that up.
