Solve : Numbering won't restart in MS Word?

I am a very experienced Word user but I am frustrated by an issue I can't FIGURE out. Whenever I am creating a document containing lists (which is pretty much every document I work with) and I have to start a new list, I highlight the text and go to Format>Bullets and Numbering and select Restart Numbering. The weird thing is that the list does not restart numbering but picks up where the last list left off UNTIL I click the undo button on the toolbar. Once I do that, everything RENUMBERS properly. Of course, this works fine, but the thing that bothers me is that it shouldn't - and I'm one of these people who - due to my experience - should be able to explain why this happens. Also I'm nagged by the fact that I shouldn't have to do this, there is OBVIOUSLY a setting somewhere that overrides the intial command and I want to know what it is.IIRC there has been an unresolved glitch in versions of Word since NINETEEN canteen, but the following article on the Word MVP site may be useful:
