Solve : Odd sound (software I think) problem?

I have quite a peculiar sound problem on the computer I am USING right now. Whenever a sound comes out it makes an echo sort of like a feedback loob or someone on ventrilo puting they microphone to their speaker. It does not create a feedback loop, rather an odd echo that slowly fades and makes it difficult to use skype and makes listening to videos on Youtube annoying. Any help would be appreciated.

Edit: I know it is not my speakers because it does the same thing when I plug my headphones into the front of the computer.Lol I had the same problem! Look in the taskbar for something like Via HD Audio Deck or something connected with audio thats not your volume levels. Than disable the effects. Should work  There were no sound modification programs in the START bar. This problem persists even if the computer is turned off and the computer has done this several years. Are you saying you hear this unusual noise even when the computer is turned off?  Do you ALSO hear the noise with your headphones with the computer turned off?  If you unplug the computer, do you still hear it? 

What type (dialup, DSL, cable) of Internet service do you use?  Has this remained the same during the several years you've noticed this odd sound?  During this time period, were you using this same computer?  What make and model is it?  Do you use onboard sound or an add-on sound CARD

If you've had this problem for several years, why are you just now inquiring about it?
