I use Thunderbird but Outlook should have within all the options a setting whereby you select the app you wish to use ... usually this will be by BROWSING to your chosen app and selecting its .EXE file.
A very handy VIEWER is Irfanview but otherwise choose Windows pic and fax viewer or MS paint.To change the default program that opens .JPG files, just find a JPG and right click it. Then navigate to Open With, and click Choose default program.
When the box opens, click on the program, or BROWSE to it if it is not there, and make SURE the checkbox "Make this the default program for all files with this extension" (or something like that) is checked.
Now, just click OK.
you can change the software to open a file. to do this-- open explorer. e.g. my document, any drive, any folder. etc tools>folder option>file types. here you choose .jpg file types then change the software you want.
