Solve : outlook express on windows me?

when attempting to clean up my hard drive i deleted the address book , as a result of this i cannot now LOAD outlook express - error message - Outlook Express could not be started because Msoe.dll could not be loaded.
i tried the standard fix on the microsoft site but no joy !
