Solve : outlook "rules"?

I cannot set an email rule that works after I have set it up and "TESTED" it. Example: I keep getting emails from an on-line casino which includes "rack up some quick cash" in the text body. I carefully set up a rule to redirect any emails with this condition into my deleted folder instead of my JUNK mail folder. When I tick the box saying "run this rule now?" and hit enter, the junk mail folder is emptied and the emails go to deleted items. BUT when I say apply and OK to "file" the rule, the next time an email comes in, it goes to junk mail and just SITS there WITHOUT being redirected to deleted items.
Using win 7 but with office 2003. Not a train smash but irritating.
