Solve : Outlook SMTP Configuration?

I'm having trouble configuring my outgoing SMTP email account in outlook express. I need to configure it as a TLS encryption however outlook only has a checkbox for the SSL encryption. In the tutorial for setting up the e-mail there was a dropdown BOX to select TLS. Am I missing something?

 Here is what I have as options:

Thanks.I see you have your email set up as an IMAP account.  Can you use POP3?  As a TEST, you might TRY creating another email account, as a POP3 account, and see whether the screens allow selection TLS.
