After some BACK and forth on this one, we figured out that this happened because you installed a new Web browser, Firefox, then uninstalled it, leaving Outlook with no default browser to use for links. The new way to fix this is to open Internet Explorer, the Web you now use, and go to Tools Internet Options Programs and use the Reset Web Settings option (while unchecking the box for “Also reset my home PAGE”). ***
Several sites mentioned the same fix while others insisted that Outlook requires O.E. as the browser (Bill Gates team keeping it in-house). However the concensus opinion is that you get the error message because Outlook cannot find a default browser.
