Yeah, it looks like we're not going to resolve this. If anyone else has some thoughts on this, please speak up.

Do you also have Outlook, part of MS Office, on your computer?

You could install another email CLIENT and try sending PDF attachments from it. Two options: Windows Live Mail and Mozilla’s Thunderbird. In my mind, there's some doubt that the problem is in OE. This could be a way of proving whether it is or not. Good News!

Unticked the break apart large files box accounts/properties/advanced

Now sending pdf files normally

Big sigh of relief - as I have tried Thunderbird twice and never got on with it - until this last problem express has been a breeze!
