If they are using Outlook Express (OE), it can be set to not send pictures when sending email. They may have that setting enabled and not be aware of it. Where is that setting in OE? I do know of a setting that causes all files to be blocked from downloading but not from sending? Tools, OPTIONS, Send (tab), HTML Settings, and uncheck the BOX for "Send pictures with messages".
