Solve : photoshop moving items stick?

anyone know how to make the items not stick to the top or bottom of the image on photoshop CS3 - WINDOWS? i am moving text and it keeps LOCKING onto the top and on the bottom i want to be able to move it freely.In my experience there SEEMS to be no photoshop problem that cannot be SOLVED by more ram.o_o

lol its not a photoshop problem,its a problem with the person using photoshop...

yeah it probably is, but i cant seem to FIGURE out how to take it off lol.
