Solve : Shortcut to the create shortcut wizard?

Hi.

I think we all know how to create a SHORTCUT ?
(Right click > New > Shortcut > Create Shortcut (wizard)

But is there anyone out there who KNOWS how to create a DESKTOP shortcut to the 'Create shortcut ' (wizard) ?

I've tried several search OPTIONS but cannot find anything that HINTS at a filepath.

Do you know if there is one?
