Solve : Start Up glitch? |

This is how my computer starts up on windows 7 and it sits like that for a bit then the screen goes black and nothing happens but before it gets to that page the screen is not all glitchy looking. I had a blackout TODAY and then this happened so I honestly have no idea what to do.
