Solve : USB issue EXCEPT when it involves logitech wireless recievers on laptop?

I am completely and utterly clueless on where to begin with this. To start, I have confirmed that the laptop is the issue. All the devices that have failed work perfectly fine on anything else. The wireless recievers for my logitech stuff seems to work just fine. I am STARTING to suspect that it's pretty much anything where the drivers come from my laptop.

This is the response to my other USB devices:

-My logitech G19 wired keyboard connects and disconnects and reconnects. I'd get about 5 seconds of being ABLE to type, and suddenly it would fail again. The small screen on the G19 either displays the logo, displays NOTHING, or for a brief moment displays what it should display. Meanwhile, the logitech program in charge of the keyboard stops responding because of the constant disconnect and reconnects. (The program works just fine with the headphones, the mouse, and the other logitech wireless keyboard I have)

-One of my flash drives just doesn't get picked up at all, or if it does, it just shows the generic "removable disc" icon, but it never loads. The other one is a BOOTABLE flashdrive that shows up SEE through. When I click into it, it says there's nothing there. If I try to repair it, it says it can't be accessed.

Any help at all on where I can even begin to try and resolve this would be extremely welcome. I hope this is in the right thread, but I don't know where else I could put it. I'm guessing it's a driver issue?

Windows 8.1 is my OS.All of your drivers are at the laptop manuf. site...
Install chipset driver 1st...re-boot...then all others.
