when i run windows in safe mode, there are VERTICLE purple bars across my screen. when i dont run it in safe mode, it gets stuck on a screen with a bunch of backward s'es. any way to fix my graphics card here? its a geforce 8500 and i have windows xp.You may try to reinstall VIDEO driver.

Remove the vid card and re-seat it...
