For some reason, the link at the WINDOWS download center misdirects or/and needs other description to yeild the proper "encoder 9" download. I have windows
with 64 bit.
Softpedia,soft32 and the other SEARCH results for it are rabbit trails to nowhere.

Any advice helps.
