Solve : Windows SQL Engine?

I have been told by tech SUPPORT people at one of our software providers that Windows has a SQL Engine that can be accessed in Windows and used to build a database. Can anyone tell me if this is so and how to access the engine?

I can ask them but they want me to sign a CONTRACT and pay them for the information on an hourly BASIS. I would like some verification that this would be possible and reasonable for the price they are asking.It is called MSDE, SQL Server Desktop Engine. Basically SQL Server light. It's real intention is to be used for application development and testing so you don't have to have a BIG SQL Server and a server. It can be used as a desktop database, but they hope that you will develop your application and then PURCHASE the server version to run it. You can find it here......
