| Answer» Three-Tier system means three levels of government. The Indian Constitution originally provided for a two-tier system of government. (i) The union government or the central government and (ii) the state government. But, later a third-tier of federalism was added in the form of Panchayats [Rural level] and Municipalities [Urban level]. Every level enjoys separate jurisdiction. Third\xa0tier of government more effective and powerful as :1)A major constitutional amendment was done on the year 1992.it is constitutionally mandatory for the state government to hold regular elections at the local levels.2)Seats are reserved for the SCs and the STs at the local government.1/3 rd of the seats are reserved for the women3)There is a separate election commission for the state which conducts election at the local levels.(Independent).4)Now, the state government should share some responsibilities , powers and revenues with the local governments. | |
