But then, ladies and gentlemen, I stand here today to tell us that the best of all these governmental systems, which has been tested and trusted for CENTURIES, is nothing but Democracy [rule by the people]. Just as Ronald Reagan said; ‘it is the most deeply honourable form of government ever devised by man.’

Before I proceed to stating the premises on which I base this assertion, I would like to define the term democracy. We may say it is a form of government in which all eligible citizens participate equally – either directly or indirectly through elected representatives. It is, according to Aristotle, when the indigent and not the men of property are the rulers. When we say ‘power to the people’; when we say ‘putting people over POLITICS’; that is democracy. And by saying, democracy is the best system of government; it does not mean it is perfect, just that it is better than all others. There is no better substitute for it.

Democracy is the best form of government because:

It respects and promotes human rights, and even gender and animal rights. The self-evident and God-given rights of man are easily secured in a democratic system. These rights are even entrenched in a written code, just as we have in Chapter IV of the Constitution of the Federal REPUBLIC of Nigeria.

All are equal before the law. This is because democracy incorporates elements of nomocracy [the rule of law] and pantisocracy [the rule of everyone equally]. It is undoubtedly only in a true democratic system that we can find a fisherman suing a multi-national oil company, or a lowly citizen suing his president.

Equal representation of both majority and minority interests. Unlike in some political dispensations where only a certain gender or household can be in found in government, where people like me and you may be crucified for dreaming to become head of state; democracy gives all and sundry including the minority a voice. If not for democracy, someone like President Goodluck Jonathan couldn’t have become a Deputy Governor, let alone considering running for a second term as President. Democracy is a system of equality, not a system of only-he-is-quality, it is a system of justice, not that of just-us.

In a democracy, people get what they deserve, they get what they desire. If there is corruption and insecurity, it is because the people are working TOWARDS them. It is as a result of their overall decision, and not because some persons forced it down their throat. Thus, the people not only get to decide who is authority, they also get to decide what is their destiny.

Finally, democracy paves way for man to have fundamental freedoms. The freedom of movement, the freedom to vote, the freedom to school, the freedom to use Facebook, twitter and so on. And above all, it also guarantees the freedom of speech because if not for democracy, we will not be here today, debating about democracy.

 

Ladies and gentlemen, it is no coincidence that Norway tops the Global Democracy ranking in 2013 and again tops the UN Human Development Index of the same year. In fact, the top 10 countries in the former ranking except one are among the first 21 in the second.

Tomas GARRIGUE once said: ‘Democracy has its faults because people have their faults; like owner like store’ – in Czech, ‘jaky pan, takovy kram’. So whatever fault we find to malign democracy is not because of the system, but those running it. Thus, the efficacy of democracy may be got only from the sincerity of humanity.

To conclude, I hope, just as Abraham Lincoln hoped on November 19, 1863; that the ‘government of the people, by the people, for the people, shall not perish from the earth.’

For the past decade, a concerted effort to reform TB control in South Africa has resulted in changes in case-finding and treatment policies, standardization of recording and reporting systems, and monitoring of the performance of control programmes using pre-defined indicators; these changes were all made in line with the internationally recommended DOTS strategy. The essential elements of the revised strategy,1 implemented in 1996 after TB was DECLARED a national emergency, include bacteriological confirmation of disease, standardized first-line treatment regimens that are exclusively based on fixed-dose combination formulations and an electronic recording and reporting system. Expansion of the DOTS strategy followed rapidly: in 2003 there was complete coverage in all NINE provinces, covering 183 health districts. Comprehensive programmatic management of patients with MDR-TB became national policy in 2000 and was implemented through a network of dedicated provincial MDR-TB referral centres.

Despite these efforts, however, TB incidence and case–fatality rates have increased threefold in South Africa over the ensuing decade.2 More than 400 000 cases of TB require treatment annually, but cure rates barely REACH 50%,2 reflecting the classic mistake made in TB control of identifying cases but not TREATING them adequately. TB mortality is at an all-time high. There are some 10 000 incident cases of MDR-TB per year,3 representing the largest MDR-TB burden in Africa and further pointing towards a failure of TB control. Although a favourable outcome (cure and treatment completed) is achieved in more than 80% of MDR-TB patients who complete the full course of standardized treatment, deaths (up to 20% of patients who started treatment), defaulting from treatment (up to 25% of patients) and failure of treatment (around 10%) reduce the overall effectiveness of the programme to less than 50% (South African Medical Research Council, unpublished data, 2002–2004). Worryingly, patients with XDR-TB have been identified in each of the nine provinces over the past 18 months.

Determinants of the worsening TB epidemic in South Africa are diverse and multifactorial. Historically, there has been a legacy of neglect, poor management of patients and fragmented health services.4Contemporary barriers to effective TB control in South Africa are similar to those elsewhere in Africa, and include an exploding HIV epidemic, deteriorating socioeconomic conditions among already vulnerable populations and constraints on human resources in the health-service sector. Although TB control has been fully integrated into primary health-care services and decentralized to district level, delivery is hampered by competing health priorities, slow district reform and deficient management capacity, especially at the level of implementation. Unemployment rates of up to 40%, as well as the resultant migration and massive growth in informal urban settlements, lead to failures in supervision of treatment and follow-up. Reasons for defaulting from TB and MDR-TB treatment include patients’ perceptions of negative attitudes among health-care workers, substance abuse and employment concerns.5,6

Over the years, the importance of money in elections has grown in India. Elections are increasingly shaped by the involvement of corporate business.

There are a number of reasons for this. One of the reasons is that the size of constituencies (in terms of voters) has increased almost four times since independence. Another is the abundance of black money in the country arising from poor tax collection practices. The growing use of technology has also added to election expenses.

The impact of these developments is clear. Statistics show that the wealthier the candidate (as indicated by their declaration of assets at the time of nomination), the greater his/her chance of WINNING. Interest groups and political dynasties that are best placed to marshal resources have grown disproportionately important within parties and, as a consequence, intra-party democracy has withered. It is no accident that the leaders of the national parties either belong to a dynasty (Rahul Gandhi of the Congress) or enjoy the SUPPORT of corporate business groups (Narendra Modi of the Bharatiya Janata Party). Regional parties are invariably controlled by families.

The Election Commission discourages ‘excessive’ spending in election campaigns by prescribing expenditure limits. At present, a PARLIAMENTARY candidate can spend up to ₹ 5.4 million in small states and union territories, while the LIMIT for bigger states is ₹ 7 million. The corresponding limits for state assembly seats are ₹ 2 million and ₹ 2.8 million, respectively. Candidates are also required to open separate bank accounts to manage election expenses, and observers are appointed to monitor ‘day to day account’ transactions. The Commission also conducts extensive raids to restrict the movement of unaccounted money.

Such measures are targeted at individual candidates, not parties. Under the current rules, parties can still spend additional amounts as long as they do not TARGET any specific candidates. There are at least two problems with this: larger parties enjoy economies of scale in advertising spending, and have access to better transport facilities. The first problem could be addressed by banning private advertisements and asking public broadcasters to provide all candidates with adequate advertisement slots. The second could be remedied by asking public transport authorities to provide equitable access to all candidates.

Neither solution is particularly complex, so tackling the influence of money in elections should be easy.

Unfortunately, in reality, most candidates spend much more than the prescribed limits, and the amount spent by major national and regional parties is anyone’s guess. For instance, in 2013, Gopinath Munde, a well-known parliamentarian and a former minister, admitted that he spent more than 32 times the limit in the last election. Many believe that even this sum is an understatement.

At the heart of the problem is the fact that the largest share of candidates’ election expenses (both declared and undeclared) goes to community leaders and local political leaders who are critical to winning elections. In India, community continues to be one of the most important determinants of voters’ political orientation, particularly in rural areas and poorer neighbourhoods within cities. This reduces the effectiveness of any movement toward state funding of elections: candidates would still have to outspend their competitors to win over the local leaders and their supporters. State funding would also create another layer of bureaucracy and spawn a new kind of corruption.

So long as candidates need to buy the support of local leaders, there are few mechanisms capable of encouraging candidates to declare the full extent of their actual spending. In the long-term, painstaking tax reforms to curtail the circulation of black money and sustained voter education could make a difference by addressing both the supply and demand sides of the problem.
