Shibu Babu is the landlord of the village, Kashipur. He is cruel and ruthless. His tenants, the villagers dare not stand up against him. The whole area is struck by a famine. The villagers have nothing to eat but he hardly shows any mercy in charging his due amount from them. Two of the three ponds of the village have dried up because of the drought but the villagers are not allowed to take water from Shibu’s private pond. Tarak Ratna, the village priest also helps Shibu in his ruthless activities. Shibu does not leave any chance that allows him to extort money from the poor villagers. When Gafur kills his bull, he wants to take advantage of the situation in the name of penance. This shows that he has no sympathy for the villagers at all.

शिबू बाबू काशीपुर गाँव के जमींदार हैं। वह क्रूर और निष्ठुर हैं। उनके काश्तकार, ग्रामवासी, उनके खिलाफ आवाज़ उठाने की हिम्मत नहीं रखते हैं। पूरा इलाका सूखे से प्रभावित है। गाँववालों के पास खाने को कुछ नहीं है परन्तु शिबू बाबू उनसे अपना बकाया वसूलने में कोई दया नहीं दिखाते। गाँव के तीन में से दो तालाब सूखे के कारण सूख चुके हैं, किन्तु गाँववासियों को शिबू बाबू के निजी तालाब से पानी लेने की अनुमति नहीं है। गाँव का पुजारी तारकरत्न भी शिबू की निष्ठुर गतिविधियों में मदद करता है। शिबू ऐसा कोई अवसर नहीं गॅवाता है जो कि उसे गरीब गाँव वालों से धन छीनने का मौका प्रदान करे। जब गफूर अपने बैल को मार देता है तो वह इस पश्चाताप के नाम पर स्थिति का फायदा उठाना चाहता है। यह दर्शाता है कि उसके मन में गाँववालों के प्रति कोई सहानुभूति नहीं है।
