X-axis = (x, o) and Y-axis = (y, o)
And if the question asks to tell the distance of any point from y axis then we will take the x coordinate of the point i.e abscissa. So if we take the example of your ques then the distance of point (2,3) from y axis will be 2 units because in your ques the abscissa is 2
Its very simple If the question asks to tell the distance of any point from x axis then we will take the y coordinate of the point i.e ordinate and in your ques the ordinate is 3 so answer is 3 units
