The relationship between Shibu and Gafur is that of between a cruel ruler and a helpless subject. Shibu is the landlord of the village while Gafur is his tenant. The ruler has no sympathy for the ruled. The landlord, for example, has been shown taking all the straw of Gafur’s share and keeps all on account of his last year’s rent. When Gafur falls at his feet and implores, he leaves very little paddy to last only for two months. The landlord is aware of the condition of the crop because of the drought. But he hardly cares for what Gafur and his bull will eat. He punishes Gafur ruthlessly when he refuses to comply with his order. On knowing that Gafur has killed his bull, Shibu seeks Tarakratna’s advice as to how Gafur would pay for the penance which the killing of a sacred animal demands.

शिबू और गफूर के बीच वही रिश्ता है जो एक क्रूर शासक और एक असहाय शासित के बीच होता है। शिबू गाँव का जमींदार है जबकि गफूर उसका काश्तकार। शासक के मन में शासित के प्रति कोई सहानुभूति नहीं है। उदाहरण के लिए, जमींदार को गफूर के हिस्से का भी सारा पुआल लेते हुए दिखाया गया है और सारा पिछले वर्षों के लगान के नाम पर रख लेता है। जब गफूर उसके पैरों में गिर जाता है व विनती करता है तो वह बमुश्किल दो महीने चलने भर धान गफूर के लिए छोड़ता है। सूखे के कारण फसल की स्थिति से वह अवगत है। किन्तु उसे शायद ही इस बात की परवाह है कि गफूर और उसका बैल क्या खाएँगे। अपनी आज्ञा न मानने पर वह क्रूरतापूर्वक गफूर को सजा देता है। यह जानकर कि गफूर ने अपने बैल को मार दिया है, शिबू तारकरत्न को यह सलाह लेने के लिये बुलाता है कि गफूर ने जो पवित्र पशु को मारा है उसको चुकाने के लिये क्या पश्चाताप किया जावे।
