Solve : cannot acces international website....?

hello there,
i'm using windows xp.
currently have IE only.
the problem is i cannot surf international website even yahoo, google etc
i'm only able to surf local website only...
it's look like i've been blocked to surf internet..
how can this happen?i'm just want to download firefox browser only...
please anyone don't hesitate to help me....Are you trying to access these sites at SCHOOL or work? If you are it could be that your ADMINISTRATOR is limiting you to your local network. If this is not the case, it MAY be your ISP is blocking you from getting to other sites.Where do you live?
What ISP do you have?
And like the above question asks, how are you trying to access these sites? At HOME, school, or work?at work, to be honest i like using firefox browser...
