Solve : GTA IV running really bad....?

aight, so here is my issue... i bought and installed gta IV on my dads PC cause my OLD pentium 4 just wouldn't do it. i figured my dads will have a bit better edge on it and nada.

here are his specs:
2.2GHz AMD dual core CPU
3 GB of DDR2 ram (so 2x 512m and 1x 2GB)
a 320Gb hard drive.
256mb nvidea 6800 graphics
running windows XP pro SP3

i set the graphics to auto set, tried my own confix but nada.. it says at the bottom usage memory or something like that= 205/256 im guessing thats how much Vram im using? is there any way i can get this game playing at least decent so i can enjoy it? The audio also lags like i get a car and the car sound will freeze and the audio when there talking (cant hear it and subtittles freeze and then skip) any ideas? It sounds to me like it's the video card. This game appears to require at least a 7900, which I believe is about twice as fast as the 6800. I'm no expert when it comes to graphics, so maybe someone will prove me wrong, but I don't think you can avoid these problems even on the lowest SETTINGS. GTA IV is a real resource hog, nothing LESS than a quad core will do.I am using Intel I3 2100 3.1ghz, 2gb ram, 1 gm nividia graphics, still in my computer also gta 4 is working in worst ,, what will I do to get a better performance , I can play crysis 2, Dirt 3, Avatar etc well .. But GTA 4 working in BAD and slow .. Too little RAM.
