A Parted Magic boot CD will work. Also a live CD or DVD like Linux Mint will work. They both have gparted. But why do you want a / partition? Why not just use the whole disk? Or you could make 4 partitions and have 4 DIFFERENT operation systems. But you still would not need a root partition. Whatever partition magic you need, you can do it with gparted.
