I tried disabling all add-ons and did not help.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\MenuExt is empty other than default not set

1.. Start Regedit
2.. Go to HKEY_CURRENT_USER\ Software \ Policies \ Microsoft \ Internet
Explorer \ Restrictions
3.. NoBrowserContextMenu Disable right-click context menu
set to 0, was set to 1
