Solve : run time error on internet explorer?

its my friends computer that's doing it. when she goes to click on her internet explorer it it will come up but then a message will come up saying that there is a run time error. i TRIED scanning it with some anti-virus and it came up NOTHING. and i tried to OPEN it from different location and also tried running it as administrator.
